In 1957-58, the Capelinhos volcanic eruption in Fayal, Azores, disrupted the lives of the island's residents. The Azorean-American communities, of Rhode Island and Massachusetts particularly, rushed to assist the displaced islanders through local political channels. In 1958 President Eisenhower signed the Azorean Refugee Act, but it was President John Kennedy who challenged the old biases in the quota system.
